The Reflections Development Institute (RDI) is a black-owned and managed entity established in 2008. Our work is primarily focused on three areas of specialisation: training, social facilitation, and consulting. Our training services are delivered in the form of full qualification and learnership programmes, recognition of prior learning (RPL), skills programmes, and public awareness campaigns. Our social facilitation services include facilitating public participation in decision-making linked to service delivery projects, policy formulation, and development planning. Our consulting services focus on strategic planning, policy formulation, and research.
Since its inception, RDI has led or participated in projects of national, provincial, and municipal scope in our core areas of specialisation. Our participation in such projects has been either as a lead provider or as part of a consortium. We have delivered high-impact initiatives across South Africa for clients including national departments such as National Treasury, the Department of Cooperative Governance, and the Department of Environmental Affairs.
We have also been of service to the South African Local Government Association (SALGA), Indalo Yethu, Mvula Trust, Housing Development Agency, Independent Development Trust, PSETA, ETDP SETA, and LGSETA. Moreover, we have rendered specialized services to municipalities and municipal entities such as Emfuleni, Mbombela, Bushbuckridge, Johannesburg Water, Johannesburg Development Agency, and the Johannesburg Social Housing Company (JOSHCO).

Themba Nkwinika is the Founder and Managing Director at RDI. His passion and qualifications are rooted in governance and development management. Themba possesses extensive practical expertise in local governance, decentralisation, public participation, and development planning.
Prior to establishing Reflections Development Institute, Themba spent over 8 years in the NGO sector leading national programmes and projects aimed at promoting community development and participatory democracy at local levels.
He has facilitated a wide variety of local governance capacity-building programmes targeted at municipal officials, councillors, ward committees, and community development workers. Key areas of his recent focus include advisory services on Public-Private Partnerships (PPPs) and HIV/AIDS mainstreaming in local governance.
